This was a Change of Condition application. The intensity and scale of the activity was consistent with the anticipated amenity values of the area taking into consideration the site size, existing environment, the activities proposed and the distance from residential properties.  There was no increase in floor area, the extension of the footpath and providing out-door eating area would create a positive impact in this location.
