A Change of Condition application was required:

Exit is only by turning left, trucks are then forced to do a U-turn if delivering towards Hamilton City (where most trucks needs to go). This was part of Resource requirement when plant was first built.

The status of Highway has now changed. It is no longer State Highway 1. There are traffic lights 100 meters to the south. It now has a 70km speed restriction. Traffic volumes are reduced.

The application is to change the layout of entry and exit design. All vehicles need opportunity to exit and enter by turning left or right. This is a much safer option than having to do a U-turn after leaving site.

It is proposed that the existing entry and exit of the complex be modified to make it wider, with the proposed construction of a right-turning bay in the middle of Great South Road for the entry of traffic coming from the north, which allows exiting right turning traffic an acceleration lane going south
