The proposal is to redevelop the site by establishing a Childcare Centre:

• A maximum 45 children/infants at one time 
• A maximum 5 child care staff at one time 
• A maximum 2 staff associated with the dental practice at one time

Four parking spaces are provided for the dental centre and 11 for the Childcare Centre; including accessible spaces.

The design of buildings in the Commercial Zone can adversely affect character and amenity both within the zone and in the surrounding environment. There is the potential for new developments to positively interact with and enhance the community’s relationship the surrounding environment; Noise from activities within the Commercial Zone can adversely affect the amenity values of occupants in neighbouring buildings and zones; and Signs can play an important role in creating a vibrant commercial area; however the quality of signs, particularly due to design, appearance, and lack of maintenance can have adverse visual effects on character and amenity.

Thus following matters are incorporated in the design:

Structure

• Concrete:
  Concrete floor, footings and retaining, as per engineers design.
• Steel:
  1. Steel columns / beams as per Engineers design
  2. Steel framing to internal walls (except ablution areas) and ceiling bulkheads.
• Timber:
  90 x 45 & 140 x 45 SG8 H1.2 timber framing to exterior walls and internal ablution walls.

Enclosure

• Wall cladding: Long run steel roofing over steel DHS purlins. Vertical cedar shiplap with stain finish. Villaboard soffit lining, flush stopped.
• Roofing: Long run steel roofing to new building over steel DHS purlins. Viking Envrioclad TPO membrane to internal gutters.
• Windows & Doors: Full height double glazed pocket glazed 100/150 powder coated aluminium joinery to full width of entry and rear of building.40mm commercial powder coated aluminium glazing narrow strip windows to north east wall 3000mm high powder coated aluminium swinging double doors to entry and rear of building. Full height single glazed pocket glazed 100/150 powder coated aluminium joinery to between reception and staffroom with 3000mm high single swinging door
• Insulation: Roof (new building): R3.6 fibreglass batts Exterior timber framed walls: R2.8 fibreglass batts

Interior

•   Wall and ceiling linings 13mm Plasterboard wall linings, level 4 stopped. Pre-finished wet wall linings in toilet and shower areas as required. 13mm Plasterboard ceiling linings on suspended metal batten system to ablution areas, service rooms and circulation areas, level 4 stopped. Feature light hung from ceiling in entry.
•  Doors 2000/2400mm high solid core doors, 3 coat paint finish. Fire doors where required by fire design.
• Partitions 800mm high proprietary toilet partitions. High pressure laminate panels and powder coated supports.
• Plumbing fixtures Vitreous china toilets and countertop and wall hung wash hand basins.
• Joinery fixtures Custom made vanity bench in toilets with high pressure laminate finish.
• Metalwork Powder coated steel box section vertical fins at 100 crs in reception. .

Finish 

•   Polished Concrete Polished concrete to entry, reception and circulation areas
•   Vinyl Hygienic vinyl to ablutions.
