The bulk, scale and form of the proposal are considered appropriate, particularly given the constraints of the existing site in terms of layout. In addition, the proposed materials and architectural treatments and the inclusion of active frontage would ensure the development relates appropriately to the public realm and surrounding environment.
The application satisfies the sustainable management purpose of Part 2 of the RMA and meets the requirements of section the Act. The proposal will contribute to the community by providing a localised childcare facility.
The childcare centre is designed to ensure that the streescape is maintained and that any adverse effects upon its surrounding business and residential environment can be avoided, remedied or mitigated by the imposed conditions of the resource consent.
Possible adverse environmental effects on neighbouring owners and occupiers of dwellings and businesses have also been avoided, remedied and mitigated by the imposed conditions of resource consent.
