The assessment of the actual and potential environmental effects of allowing the cowshed activity showed that overall the visual and amenity, noise and traffic effects resulting from the activity were acceptable.  Given that the activity was compatible with the existing development in the locality, and subject to appropriate resource consent conditions, especially regarding crossing/access arrangement, it could safely and efficiently operate from the subject site.
