How We Built a Network of High-Value Digital Billboards Across Hamilton When Council Said No to Everyone Else
The Project
Digital billboards on State Highways and CBD arterials. High driver distraction risk. Strict luminance rules. One site that overhung a public footpath. We got the whole network consented - including the footpath encroachment.
The Challenge
You want large-format digital signage on Hamilton's busiest routes - but every high-value location comes with regulatory landmines. Council is acutely focused on driver distraction near State Highways. Neighbours complain about light spill. And the best site in the CBD would require the sign to legally overhang the public footpath, which most consultants will tell you is impossible to consent. Without expert navigation, you either end up with inferior locations or a consent that gets refused.
The Solution
We managed a series of complex Land Use Consents across key Hamilton arterial routes including Victoria Street, Wairere Drive, Greenwood Street, and Killarney Road. On driver distraction - the council's primary concern - we enforced strict dwell times (8-second static images, zero flashing transitions) and backed this with traffic engineering evidence that this format presents no measurable safety risk. On light spill, we specified automatic brightness sensors capping output at 350cd/m2 at night, demonstrating through photometric modelling that the signs would blend into the environment rather than intrude on neighbours. For the Victoria Street CBD site, we secured a License to Occupy allowing the sign to legally overhang the public footpath - a consent most applicants do not even attempt.
The Outcome
