New Service Station

The proposal is to establish a Service Station with a cafe/takeaway and industrial service units:
Construction of a 4.5m high canopy to the soffit and 5.5m to parapet over a forecourt (25mx9m) having an area of 225m². The forecourt will comprise three pump islands for dispensing fuel. Delivery of fuels at the site will be between 0700hr to 2000hr Monday to Saturday, excluding public holidays.
The tank will be 1 No. 80,000 litre compartmented Maskells double contained fibreglass tank with the following products:
- 50,000 L 91 octane
- 20,000 L Diesel
- 10,000 L 95 octane
- Diameter of tank is 3m
- Length – TBC approx 10 or 11m
Following equipment will be used:
- Treatment of hydrocarbons on the forecourt – SPEL Puraceptor.
- Excavation of the tank pit – Volumes to be confirmed. Normally we allow for 400m3 to 600m3, Area will be between 300m2 to 500m2. One AdBlue Tank (2490 x 2788 x 2109mm high)

Construction of a Service Station shop building with a gross floor area of 200m² on the eastern side of the site. The building will be approximately 7.35m high and will incorporate signs affixed on its front facades. 12 car parks plus a workshop area bay will be provided in front of the buildings, 7 parking spaces and a loading bay along Atlantic Street; 9 spaces plus a motor bike and cycle bays along the southern walkway, and 6 along the Avalon Drive frontage. A rubbish compound screened by 1.8m fence will be established at the northern side of the shop.
The proposed layout provides parking for 34 cars, including two accessible so easily exceeds the PDP requirement by 12 spaces. One parking bay is also set aside for motorcycles which would accommodate two or three motorcycles, depending on the size of the machines and how they are parked. Given that there is a surplus of 12 parking spaces, it can be reasonably assumed that there will always be space available to park three motorcycles even if not all the designated space.
The requirement for queuing for five vehicles at each fuel dispenser island is excessive given that all dispensers will serve the same range of products so customers are able to choose any dispenser. A total of five queuing spaces is considered a more realistic application of the PDP rule in this case, and can easily be achieved within the site.
The vehicle crossings on Avalon Drive at 7.5m wide comply, the Atlantic Street vehicle crossing at 9.2m wide is non-compliant. This width is necessary for fuel tankers delivering to the site to be able to manoeuvre safely. The consequences of the crossing being overwidth are negligible given that the pedestrians will be rarely ever walking across this vehicle crossing, and that the on-site design and vehicle crossing design will constrain the speeds of vehicles using the crossings.
The majority of visits to the site are expected to use the two vehicle crossings on Avalon Drive, entering at the northern one and exiting at the southern one, or vice-versa. Some customers of the retail unit may use Atlantic Street to avoid driving one, or both, ways through the service station forecourt if not buying fuel.
Landscaping will be established along the road front boundaries, except on vehicle crossings; in internal parking area; and along the south-eastern boundary. A 2m acoustic fence will be established along the south-eastern boundary of the site.
Establishment of two freestanding signs (one for the Service Station and the second one for other activties) on the site and directional signs close to each of the entrance on Avalon Drive and Atlantic Street.
