Character and Amenity and Design and Layout:

The proposal provides for the change of use of an existing building in the Central City Zone. The alterations to the site will be minimal and will have no effect on the neighbouring users of the zone. Compliance with the submitted plans, will achieve a development that will maintain amenity values.

Transportation:

An accessible parking space, cycle parking and a loading area has been provided for onsite. The providing of cycle parking will help the Place of Assembly activity. The loading area will be accessed and operated in a manner that will minimise effects on the transport network, which will primarily be operated outside of hours and the potential to impacting neighbouring activities will thereby be avoided.

Functionality, Vitality and Amenity of Centres:

The proposed Place of Assembly will be located in the heart of the Central City – Precinct 2 City Living zone and will re-use an existing building and relate well to the commercial activities in the neighbourhood. The visitors to the Place of Assembly and staff will complement the existing offering of the commercial activities in the Central City – Precinct 2 City Living zone and help increase the vitality of the area.

Overall:

Having regard to section 104 of the Act, the actual and potential adverse effects on the environment of granting consent are acceptable as the proposal is consistent with the relevant objectives and policies and assessment criteria, and will promote the sustainable management of natural and physical resources.
